Outcomes from annual forum: national system of qualifications Russia 2018 on developing system of professional qualifications

Moscow, 6-7 December 2018

The forum was organized by the Russian Federation’s Presidential National Council for Professional Qualifications and the National Agency for Qualifications Development. A delegation from the International Congress of Industrialists and Entrepreneurs took part in this event. More than 1000 participants from 65 regions of Russia gathered at the forum.

The two-day event schedule included panel discussions on key issues and a panel session. Officials from federal and regional authorities, and members of employers’ associations; professional unions; professional qualifications councils; and science, education and expert organizations took part in the forum. The participants included the Chairman of the Russian Federation’s Presidential National Council for Professional Qualifications and the President of the Russian Union of Industrialists and Entrepreneurs, Alexander Shokhin; Deputy Minister of Labour and Social Protection of Russia, Lyubov Eltsova; the General Director of the National Agency for Qualifications Development, Aleksandr Leibovich; Deputy Chairperson of the Russian Federation’s State Duma Committee on Education and Science and Chair of Russia’s association “Znaniye”, Lyubov Dukhanina; the Deputy Minister of Science and Higher Education of the Russian Federation, Marina Borovskaya; the Deputy Minister of Education and Science of Russia, Irina Potekhina, and others.

During the forum discussions about the creation and refinement of the National System of Qualifications were held, and also an exchange of experience, knowledge and ideas took place.

Note:

At present, the process of unifying employers is ongoing, and work on establishing professional qualifications councils has begun, the aim of these organizations is to develop professional standards and keep them up to date. Currently, there are 34 active councils on professional qualifications. So far, more than 1,200 professional standards have been approved. In 2018, with financial support from the government, 44 professional standards have been defined, while businesses have begun working on devising 91 professional standards independently.   A website “Spravochnik Proffessiy (Guide to Professions)” has been launched, and essential centers for professional training, re-training and improving qualifications and qualification assessment centers have been opened.
